{"id":974,"date":"2026-05-29T15:44:38","date_gmt":"2026-05-29T13:44:38","guid":{"rendered":"https:\/\/snpmen-fo.fr\/?p=974"},"modified":"2026-05-29T15:44:38","modified_gmt":"2026-05-29T13:44:38","slug":"asa-le-decret-qui-fache","status":"publish","type":"post","link":"https:\/\/snpmen-fo.fr\/index.php\/2026\/05\/29\/asa-le-decret-qui-fache\/","title":{"rendered":"ASA : le d\u00e9cret qui f\u00e2che"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Un projet de d\u00e9cret r\u00e9formant les autorisations sp\u00e9ciales d\u2019absence (ASA) et am\u00e9nagements horaires li\u00e9s \u00e0 la <strong>parentalit\u00e9<\/strong> et \u00e0 certains <strong>\u00e9v\u00e9nements familiaux <\/strong> a \u00e9t\u00e9 soumis au Conseil commun de la fonction publique le 8 avril dernier. A la suite du vote unanimement d\u00e9favorable des organisations syndicales, il a de nouveau \u00e9t\u00e9 pr\u00e9sent\u00e9 au CCFP du 29 avril. Comme l&rsquo;indique le communiqu\u00e9 de l&rsquo;intersyndicale publi\u00e9 le m\u00eame jour, \u00ab\u00a0<strong>le gouvernement pi\u00e9tine le dialogue social<\/strong> et ignore d\u00e9lib\u00e9r\u00e9ment non seulement le vote de l\u2019ensemble des organisations syndicales mais aussi leur v\u0153u de retrait du texte, vot\u00e9 \u00e9galement par les employeurs territoriaux. Le gouvernement ne tient aucun compte des alertes sur les <strong>r\u00e9gressions volontaires<\/strong> port\u00e9es dans le projet de D\u00e9cret\u00a0\u00bb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le texte limite le droit des agents et <strong>aggrave les in\u00e9galit\u00e9s<\/strong> entre les femmes et les hommes. En supprimant toute possibilit\u00e9 d\u2019accords locaux plus favorables, le gouvernement impose une harmonisation par le bas et rigidifie un dispositif essentiel au quotidien des personnels. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Malgr\u00e9 quelques concessions (les absences pour mariage, PACS ou d\u00e9c\u00e8s d\u2019un proche deviennent des droits automatiques), les reculs d\u00e9cid\u00e9s par le gouvernement sont nombreux : <strong>disparition <\/strong>de la prise en compte des <strong>d\u00e9lais de route<\/strong> en France hexagonale <strong>en cas de d\u00e9c\u00e8s ou de mariage<\/strong> ; <strong>r\u00e9duction \u00e0 6 jours pour la garde d&rsquo;un ou plusieurs enfants malades<\/strong> ; suppression du doublement quand le conjoint ne b\u00e9n\u00e9ficie pas d&rsquo;autorisations r\u00e9mun\u00e9r\u00e9es ; <strong>suppression de la possibilit\u00e9<\/strong>, pour un couple d&rsquo;agents publics, <strong>de se r\u00e9partir les autorisations <\/strong>en fonction de l&rsquo;int\u00e9r\u00eat du service.<br><br>FO a vot\u00e9 contre ce projet de d\u00e9cret lors des deux votes du 8 avril et du 29 avril.<\/p>\n\n\n\n<p
